Operations of Strategic Importance - Europa 27 Projects (OSI) means an operation which provides a significant contribution to the achievement of the objectives of a programme and which is subject to particular monitoring and communication measures.
What are the OSI in Emilia-Romagna?
In the Emilia-Romagna ERDF Regional Programme 2021-2027, two typologies of Operations of Strategic Importance have been identified.
Development and strengthening of research infrastructures
The regional R&I ecosystem is based on a stable network of subjects and places functional to the consolidation of a widespread innovation system founded on knowledge, innovation, and the quality of human capital. In this context, excellent research and innovation infrastructures represent places in which to concentrate and provide access to industrial research facilities, technology transfer services, information services and collaboration tools between researchers and enterprises, spaces for new research businesses, and meeting places for young people with high skills. In coherence with the Smart Specialization Strategy - S3 and in complementarity, integration, and non-overlap with the National Recovery and Resilience Plan - PNRR, the strengthening and development of research infrastructures are supported, reinforcing an integrated network of places, instrumentation, and high-level skills. The strategic importance of the action lies in the enabling asset value of the infrastructure system for the entire regional ecosystem, on which to implement the priority interventions financed in the various areas of the S3. There are 15 projects financed for the development of the structures of the Emilia-Romagna Technopoles, with approximately 20 million euros of ERDF RP 2021-2027 resources.
Blue-green infrastructures in urban and peri-urban areas
The action supports initiatives for the creation of blue-gree infrastructures in urban and peri-urban areas for the improvement of comfort and microclimate, interconnected, accessible and usable, and for the adoption of innovative technological solutions aimed at improving their efficiency and usability. These infrastructures must continuously connect urban and extra-urban areas, meeting multiple objectives: reducing greenhouse gases, capturing fine dust, producing microclimatic mitigation, increasing people's well-being in open spaces, reducing energy consumption for cooling buildings, improving water cycle management, supporting cycle-pedestrian mobility and the enjoyment of urban environments. The strategic importance of the action lies in the centrality of the fight against climate change in regional policies as foreseen by the Pact for Work and Climate. There are 20 blue-green infrastructures projects admitted for funding, for a total investment of over 23 million euros of ERDF RP 2021-2027 resources.
